Anytime I go and try to Render a Replay, It only renders the camera path and not the Gameplay. What I mean by this is that anytime I go to Render a camera path, It ONLY Renders the Camera path around a still Image. It does not Render the Footage that I recorded.

Yes, http://prntscr.com/8vck3d It does it when I click on "Render" and it starts to render it. With the keyframes, I was planning to make the camera stay still while the YouTube 360 allows the player to look around while things in the world are happening/changing.
Still, you haven't understood how Time Keyframes work. Both Time Keyframes were created at the same time in the Replay, so no time passes between them.
