I found pre-version 1.13 replaymod in GitHub
but how can I use it?
Like normal install mod or what?

It currently requires you to have knowledge of how to develop forge mods, of mixin internals and of modlauncher to get it running.
Or put another way: You don't unless you want to work on it.
