Recording with the Replay Mod works fine But when I tried to view them they would never show up in the replay viewer. Upon further investigation I observed that the files were being saved as a folder with the suffix of .mcpr.tmp. I have tried many things from installing the latest version of forge to deleting all my mod files and re-downloading the jar files. I still have the issue and any help would be greatly appreciated!

Please post the contents of the fml-client-latest.log file inside the log folder inside your .minecraft folder to some pastebin site and link to the post here.

Note that this log will only contain information on the last time you started Minecraft, not any previous runs.

I ran through the motions (Tried recording and checked if it showed up in the Replay Viewer, which it didn't) then grabbed the log file. Here you go.

Your log doesn't match what you're describing. The log merely shows the recovery process failing but contains no indication of any replay being recorded.
It does however indicate what the issue might be: java.nio.file.AccessDeniedException: C:\Users\Andrew\AppData\Roaming\.minecraft\.\replay_recordings\2017_11_03_19_52_07.mcpr.tmp\changed
Considering it's Windows, I have no idea why that happens nor do I have any idea of how to fix it.

Should I try and simulate the error again?

If it's still an issue for you, then yes.
